A day after Biddeford resident Kyle Billings saw 25-year-old Johan Sebastián lying in the street after being shot by federal immigration agents, he joined hundreds of protesters outside U.S. Immigration and Customs Enforcement’s Scarborough facility to demand change.
Holding a sign reading “Leave Biddo,” Billings said he was shocked that ICE agents shot someone in his neighborhood.

With vehicles cleared and the police tape taken down, blood still stained the crosswalk at the corner of Pool and Hill streets in Biddeford Monday night, marking the area where federal immigration agents shot and killed 25-year-old Johan Sebastián that morning.
At least 22 people have been shot by federal agents since January 2025, when President Donald Trump began his second term and immigration crackdown. Sebastián is at least the fourth person federal agents killed this year.

The Department of Homeland Security Tuesday ordered U.S. Immigration and Customs Enforcement officers to cease vehicle-related enforcement stops, following the deadly shootings of two men in their vehicles, according to multiple media reports.
A DHS spokesperson did not respond directly to States Newsroom’s question about what was characterized in some reports as a new nationwide order.
